Should I file a claim?

I ordered a book form Germany on Sep. 8 and after not receiving a confirmation e-mail or update from seller I clicked on "Item not received" and sent an e-mail to seller. Seller sent tracking for Deutsche Post and said it was sent out on Sep. 22. It still has not arrived and shows nothing other than processed in Germany. The "Item not received" will auto-close on Oct. 25 and I don't know whether to file a claim to protect myself. I know COVID-19 is hell on overseas shipping but I don't want to get stuck with a loss. Any advice on what to do? Thank you in advance.
