Seller forged a fake tracking number for a DIGITAL CD Key

I lost my paypal case against Kinguin ( an online retailer for cd keys) 
With the message that they have provided a tracking number for some shipping company when the CD key was delivered to me digitally through their site,and didn't work because it was already used.
The message I got on my email:
Your seller has provided shipment tracking information in response to your claim. We used the shipping company's online tracking service and found that it confirms delivery of the merchandise. As a result, this case has been closed.

How is this allowed when I SPECIFICALLY marked my item as digital.Please help me!
How can you provide a shipping company for a digital product which was given to me through their site and ended up not working.

I honestly dont know what to do , I literally got scammed and paypal somehow let it slip through. I marked the item as a digital cd key and also wrote it in my explanation, provided proof on imgur with a link, and I somehow lost the case.

I just wanted to follow up with you to help if I can, and I am so sorry you experienced this. Technically, you received the key, but it was used so this would be a situation as "Not as Described". Think of it as if you had received a physical disk but the key in closed didn't work; this would mean that the item isn't functioning the way it was described when sold.

 

Because of this, you may have the option to appeal or have a new claim opened, but you would need to contact our customer support directly so they can do this manually for you and decide which option is best. To contact us, please follow the Help & Contact link at the bottom of the page.
