Seller denied that he received the pay

Hello all I sent payment to seller on 28, april to Phillipines and even 3 days later as on March 1st, resolution center also not helping me he denied that he doesn't have the payment. What shall I do?

Have you opened a dispute for non receipt of item?

Have you escalated to a claim?

Has the seller provided tracking?

Does tracking prove delivery of item to you?
