I'm sorry to hear that the seller did not deliver the promised goods or services. Was the payment made as a Goods and Services payment or a Friends and Family payment? If it was Goods and Services, you can open a dispute to take advantage of Purchase Protection. If the payment was a Friends and Family payment, that will not be an option, because payments of that type are meant to be gifts with no expectation of anything of value in return.
I hope the payment was sent as a Goods and Services payment and this can be resolved quickly!
