Scammed and limited

Hi, I was scammed on Paypal while selling my phone and then the buyer filed a case against me and got his money back. For some reason, I was told to pay £20.89 on top of that. When I tried to message Paypal, no one replied for almost a week and now my account is being limited. Can anyone help me with this as I am not able to contact them anymore?

Was this a credit card chargeback? PayPal charge a fee for handling credit card chargeback claims.

Hi I was charged a fee for selling my phone. Then the buyer collected it and then claimed his account was hacked. I don't even know if he is telling the truth anymore. when he got his money back, PayPal said I have to pay that fee and when I tried to contact them I was limited.

on top of that, why should I have to pay a fee? For trying to sell a brand new phone and getting scammed? This has already impacted me enough and now me the seller who was scammed, has to pay?
