Item returned damaged, can't report on dispute. PayPal not answering phone or text.

Hello, I sold an item for which I got a PayPal transfer for, two months later the buyer requested a refund for said item. I took the case up with PayPal, the rewarded the buyer a refund if they sent the item back. Well the item has arrived inside inadequate packaging, meaning the item has been damaged, the item is very fragile. I can't report it on the dispute centre, I have tried calling and messaging PayPal to no avail. What can I do about this?
