I am requesting payments from people on Instagram for my goods and services, but two people now have told me that there is a fee I have to pay to an email account for them to help me. Is this true? Or am I being scammed?

Scam. You don’t pay like that to get paid. Anyway, PayPal takes their cut before crediting your account if payment was really sent.
