I need to get in contact with PayPal so that I can open a dispute and get my refund issued. I bought a controller from an online store (instructeev) and after I bought it through PayPal, it said I made a payment to: Chinese/Japanese letters and it was just a red flag for me. I also messaged the seller a few hours prior to me posting this and they have not responded to me.

Welcome to the community and thanks for posting.
I understand how see a red flag on the transaction you made, however, it is ideal to wait 7 days from the date of purchase before you open a dispute. By the way you can actually open a dispute yourself. Please see links below for reference.
