I requested a refund via PayPal because I never received my order and the vendor was not responding to me however they did eventually shipped me my order. After a few weeks I received notification that PayPal had refunded me. 1- Can I refuse the refund? I feel that I received what I paid for in the end and want to make it right. 2- What is the source of that refund? Does PayPal take the hot or does it comes out of the seller’s pocket? I want to make sure that I pay pack the right entity.
