Returned Goods Delivered to Agent

I recently returned goods purchased through PayPal via USPS to a major retailer. USPS tracking shows “Delivered to Agent” for final delivery. I spoke to USPS who told me the returned goods were delivered to the location I addressed the package to and received by the agent there. The major retailer stated it has not received the goods and will not issue a refund until the goods are received. Is the “Delivered to Agent” tracking info from USPS sufficient evidence the return package was delivered so that I can be assured that I will get a refund if I file a dispute with PayPal?
