Return shipment to China seems to have disappeared

Received goods from highly reputed Wuhan China seller that turned out to not work for the purpose advertised. Seller agreed to refund on return (roughly $45). Using Pirate Ship (postal discount service) the small package went USPS to LA on April 17 and then was transferred to Asendia, which repackaged it for export, presumably with an outer envelope, and applied a new tracking number (UM...). It entered China on May 1, cleared customs in a couple of days and was sent onto the destination within China Post. That’s the last record. Receiver hasn’t gotten it as of May 27 and he says his call to China Post found no record of the tracking number (USPS can’t track small packages in China). USPS stats show over 87% of packages to China are received within 30 days. This is now at 40. The question is what to do at this point. I’m not sure filing with PP will do any good, since the seller will say the return didn’t arrive. Any ideas short of just waiting?
