How do you change the basis of a claim from item not recieved to wrong item sent I ordered a paddling pool on line. It was from China. After lots of excuses they insisted it had been sent. Today I recieved a flannel from them with the tracking number of the pool

You have to call paypal themselves to get that changed I had the same issue, also I wouldn't get your hopes too high about winning the case as I had a item legit not even be delivered to me and lost the case paypal even after giving them proof and information of me trying to cancel orders, still sided with the seller.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
