Restricted paypal services

A friend of mine tried to get paypal as a minor but was revoked access to paypal services. Now she is no longer a minor however she is still revoked access to paypal services, is there any way for her to obtain paypal services or shoyld she find another app to transfer money through?

She would never be able to use an illegally made underage account again.

She would have to contact customer services and ask if she can make a new account.

However they do not always allow it especially if someone has already broken their user agreement once, but all she can do is ask.

If not then go for another app.
