Responding to an email

I opened a dispute because i ordered a product that was advertised it was from the U.S. but it was apparently shipped from China. I never received the item. They sent Paypal some bogus shipping confirmation and Paypal sent me an email I have 3 days to respond to asking if I received the item. But I can't respond to the email and it does not say that in the resolution center. It says they are still waiting on more info from the seller. I don't want to lose out on my money for not responding. Tried clicking contact paypal at the bottom of the page as the email suggests but all i get is a message bot that doesn't get me anywhere. Not sure what to do!
