Resolution with seller not acceptable

I purchased an item from a Facebook Ad. Paid with PayPal. The seller sent the wrong item. Advertisement on web page indicates free return and shipping. The seller made the mistake. I did not change my mind. I have tried numerous times by email to have full refund. The email response indicates to me that this is a "hack off" item and the comments made use terms like "I am a single mother with 4 children who have not eaten in 3 days." Yes, the item is from China. I have filed a report with the Federal Trade Commission. I filed a dispute with PayPal and was notified the seller did refund 3% of the cost which was $0.86. Total cost was $38.90. The $0.86 is NOT acceptable. This is a fraudulent website and business, and I want my money returned. I cannot seem to resolve this with PayPal because they have closed the dispute. HELP!
