Resolution page not working

Today I attempted three times to submit a resolution request via the resolution page.  Three times I filled in the details explaining the problem and submitted documents. After clicking on submit, the next thing that came up was a login page. I logged in again? and a blank resolution page appeared again.   So I went to the first page of the resolution request which told me that I had no open cases and that is the situation now.   

 

I have several months left so shall wait a week to see if anything happens but I suspect that there is a problem with the PayPal software.
