Resolution center delay

I ordered a puzzle and the company sent the wrong puzzle. I tried to contact the company and was sent directly to PayPal. I provided photo proof that the item was not the same one I ordered. I filed a claim for a complete refund on 7/11. The resolution date keeps getting extended. I can not understand the hold up. I received the wrong item - I gave proof. You cannot talk to anyone at Paypal. Very very disappointed in paypal

I'm guessing they are short staffed plus more and more people are ordering online. I'm having same problems.
