Resolution Center "lets try that again"

So I have an ongoing dispute and there was action so I need to respond or reject.  I clicked respond, yes i'll accept the partial refund, and then it goes "lets try that again looks like something went wrong on our end.  It's been like 5 days, i've sent multiple emails, and i've gotten nothing back.  Anyone been able to solve this problem?
