Resolution Center has Errors

How do you get messages to the resolution center when it has errors, and does not sent the response that are typed????????

have tried over and over to respond and it just keeps saying it had a problem and there is no phone numbers no emails no nothing. No way to get any information to anyone.

Paypal Resolution Center sent me an email, to accept or deny a partial refund. But while trying to respond it gives me an error meanwhile there's a time limit to when you have to reply
