Requesting a Refund

I ordered an item from a website on 3/7 and my order only continues to say processing on their site. I paid for it using PayPal and after many attempts to get in touch with the seller, and then not replying, I would like to get a refund. I tried doing what the FAQ says (go into account, resolution center) but because I wasn't signed in when I paid for it then it doesn't show up in my list of transactions. Therefore, it won't let me file a dispute. What can I do to get a refund?

Hi,

 

If the transaction in your Paypal account already says completed, only the seller can process the refund.

 

If you were charged by Paypal on your card or bank account, you may want to contact them to file a dispute instead since in your Paypal account, it isn't recorded.
