Made a dispute for an item last month and was finally issued a refund by the seller that was pending for the past week. Finally received a message today from Paypal saying that the refund did not go through and that I needed to contact the seller for a re-issue. Problem is the seller has not been responsive at all. Since Paypal is telling me to contact the seller, does that mean they plan to close my case soon (at the moment it is still open) in favour of the seller (since he did issue a refund though it didn't go through)? If so, what can I do to make sure I receive my refund?

I would contact them and say that the seller is unresponsive and as you won the dispute then you want a refund under their buyer protection guarantee.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
