Refund issued for made-up reason

Why was it legal for PayPal to give a refund to someone (a friend of mine who owed me money, paid me back, then got upset with me and submitted a claim against me) who was already rejected once in a dispute of the same claim, that I submitted proof against (texts clearly showing the other party intended to send me money, and that it was a personal issue), and tell me to resolve the issue in person, even though they were able to take money out of my account for a “business reason” (saying I didn’t ship an item- again, I said it wasn’t a matter of selling something, it was personal; the representative agreed and told me to solve it personally…. Then why can they make my account negative for impersonal reasons?!
