Refund held for a ransom/fee

I have open a dispute on this but a seller who was selling me a intangible good told me to pay him using paypal so i did and before i opened the dispute he told me that he would take a few seconds to send me the good after i sent payment so gave him a few minutes and he never sent me the good and told me he had problems with his paypal so i asked if he can refund me. He said would refund me if i paid a ransom/fee on skrill when i did he still refuse to refund my paypal because i opened a dispute so he changed my dispute into a claim and lied about how i scammed him and took his bitcoins when we never talked about bitcoins or even used it he also lied about how i blocked him on a forum which i didn't i never met him on a forum i met him on ebay and he told me to message him on discord so i did and we been chatting there about the item i do have chat history and screen shots to prove that he is refusing to give me my money back even though i didn't buy the item so i asked if i can have a different item for that "fee/ransom" i paid him on skrill and he agreed and gave me a different item after that i asked if he can refund me on paypal since i bought a different item than the one i was planning but he still refuse to issue me a refund and said i had to make his account not limited or pay half to him in order to get a refund

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre.
3.Click Dispute a Transaction.
4.Select the button beside the transaction you want to dispute, then click Continue.
5.Select ‘Item dispute’, click Continue and follow the on-screen instructions.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

I have already opened a dispute but the seller turned it into a claim and made up a lie and said i scammed him out of bitcoins which i didn't

Is the claim still open if so then wait for paypal decision.

If its closed then if you funded that paypal payment via a credit card then contact your card issuer and see if they will chargeback for you.

The claim is still open but the seller refuse to give me refund for something i didn't buy and blocked me
