Refund for stub hub tickets that event was postponed

I am getting no where with PayPal customer service. I did online chat and they are stating that mobile tickets were delivered for my event for Riverdance in New York City for March 15, 2020. The event was postponed. It was a one week event in March to take place in New York for a 10 year anniversary since the last show in 2010. The organizer refuses to reschedule. It is over a month ago. Even though they were mobile tickets, they were never used. I cannot attend any future event due to Covid-19 and my health. It will not take place in the next few months because the city will open businesses very closely. I already did a dispute and customer service is saying the tickets were delivered. Are there any exceptions because I have had a PayPal account for over 20 years and was never so disappointed with this outcome

No. They keep giving me the run around. Because it was postponed, they are waiting for updates before contacting me. I have to contact them every 5 or so days. It is almost 6 weeks now. Someone told me that I will have to contact Better Business Bureau in CA And attorney general in the state I live in. I also contacted Synchrony Bank PayPal Credit that stated it could take 60 days. They are wavering any fees until this is resolved.
