Problems Resolving Limitations Because of Negative Balance

I have a negative balance on my PayPal account that I was unaware of. It's on $70, but ever time I try to pay it off it gets declined. When I logged into the site, it says I have limitations on my account. I had to upload a bank statement, my ID, but it says I also need to pay off my negative balance. When I go to pay it off with a debit card, it tells me that I can't do it because of account limitations. How am I supposed to complete all the tasks to remove these limitations when I can't complete one until the limitations are removed?

Ways to clear a negative balance.

1. Transfer funds from your bank account via the add funds function.

2. The quickest and easiest way is to get a mate or family member to send a payment via the friends / family option. As long as they don't fund it with a card it should be free.

3. Via a card over the phone with paypal.

4. Or mail a cheque as per link.

5. Buy something and Paypal will normally add the debt to that payment during checkout when you authorise the purchase.
