Possible Refund Scam? Help me understand.

My company has a likely fraudulent order from China.  Chinese billing address, NY ship address.  We sometimes have foreign customers that will have us ship within the US to be shipped to them from that point, but this doesn't seem to be the case.  I've contacted the buyer to let them know that I will not ship these products unless they contact me to verify that the order is legitimate, which they have not done. They placed the order through our website, and paid with Paypal. I now have the money in my Paypal account that I need to refund if I close the order, but I'm afraid this is some type of refund scam that I'm not savvy enough to understand.

 

For reference, the products are obscure dental lab items.  If they were wanting to receive the items, claim damage, and be refunded via Paypal, they'd be left with niche items that aren't really something you could easily resell.  I can't figure it out.
