Permanent limitation

How can I appeal to my permanent limitation that I truly think it was unfair? I've tried every way possible to contact paypal agents and there was no way. I need to send an email directly to the department that judge appeal letters from permanent limitations. Can anyone please provide me with an email that I will be able to send an appeal letter. Please!
