Paypal will not help rectify a duplicate payment

Please help!
i have been calling PayPal every day for a week and they are sending me around in circles and not listening.
i brought an item on the 22nd October and had the payment go through twice (£429). I contacted PayPal straight away they said they will look into it. In the meantime I had to return the item and now PayPal keep telling me they have refunded my duplicate payment which they have not as I still have £429 on my card. They have asked for proof which I have done and then they acknowledge they have made a mistake but keep saying they have refunded me which they have not as they are seeing the returned item not the duplicate payment.
I am am fed up as I keep talking to different people and they keep saying it is sorted and I then I get an email saying the duplicate has been refunded which it hasn’t.
How can I get someone to listen to me or do I take the matter up with my bank?
