Paypal account limited for no reason

I have been using PayPal for over a year now and I have deal with a lot of crap. My previous account was limited due to the fact that i had overcome the 1600 mark of the unverified account. Tottaly acceptable. This time though after making another account I get limited after receiving a few payments from my friends. They were quite large numbers like 100s of money but I hadn't surpassed the 1600 limit. I am now not able to use the 600 euros I have in my current account cause PayPal is acting like **bleep**. It's been a day so I guess I'll have to wait and see what happens in the next few days. If you have dealt with this issue please let me know. Thanks you

If you have a paypal account limited then you are not allowed to open another one without paypals permission.

Not if they are limited because they are 'unverified' and reached their withdrawal limits.
Not if the second account was linked to the first by paypal and they were trying to use a second account to bypass that unverified withdrawal limit.
If they don't VERIFY that money will not be returned.

Correct, the first account was limited as he refused to verify and hit his withdrawal limit.
The second account should not have been opened and as that again is unverfied and any funds would mean he was still over the withdrawal limit on both accounts then he would not be able to have the funds returned for either account UNLESS he verifies.
