I'm sorry to hear you haven't received your purchased. If the transaction isn't showing on your PayPal Activity page, it may have been processed as a guest checkout. To start a dispute on a guest checkout, I recommend contacting Customer Support. You can contact Support by clicking 'Contact' at the bottom of any PayPal page. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to facebook.com/PayPal.
