PayPal declined refund and I never received an item

Hello everyone, I recently purchased a $68 Lego Space set for my fiancé as a little anniversary gift. It was just something fun to do, and I’ve never had an issue in my 8 years using PayPal/EBay. I thought seeing Buyers Protection I was fine. Item was purchased on 6/18, it was supposed to arrive nearly a week later on 6/25, and then I check on like 6/20 and it showed it was shipped and delivered on 6/19. I live in a very rural part of Washington, and shipping for anything takes a few days so I KNEW something was up. I messaged the seller twice, no replies. I go to PayPal saying I never received anything, but because the seller showed it was delivered (but wasn’t) they denied the claim. I have been out of work for a while and been at home all day, ever day (it’s tiring), but I know this items box was huge. It was apparently delivered “in or at mailbox.” Our mail lady would never leave a box that big sitting out by our mailbox, and no way it would fit INSIDE the mailbox. How could I miss the mail being delivered when we picked it up that day? Checked my address since we moved recently but nope, that was updated and correct. My question here I guess is an I just scammed out my money and product?? I had to order the product from a retail store after I never got it from the seller, now spending twice as much as I originally wanted. Is there seriously nothing I can do? I can’t even leave a negative review to warn others of the seller and their scam. Thanks for any help, since clearly trusting a user of 8 years and 100% positive feedback vs a user from 2021 with 50% positive feedback (2 reviews, both saying negative words about the transactions but one was considered a positive review with the same shipping and delivery issue I’m having) isn’t a clear indicator for anyone.. Thank you all.

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

Paypal disputes for non receipt of item are mostly automated, so a tracking number from the seller normally means that they win, so then its your turn to do some work to assist paypal in trying to get your money back from your chosen scam seller.


APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
