PayPal are part of the fraud?

I bought some shoes from a company which turned out to be in China.
They were plastic not leather. So I raised a dispute in the resolution (ha ha) centre.
Eventually the firm said they'd refund if I sent the shoes back , this costs almost as much as the shoes! I have no idea if I'd get the postage back or a refund.
My issue is they knew the shoes were plastic, therefore it is a fraudulent deal!
PayPal are aware of this situation and back the Chinese seller, PayPal get a percentage of the sale price, so it's in their interest NOT to do anything!
It's like Mafia protection for fraud!
PayPal are part of the problem, how many of these thefts go on per year?
