Package not rec’vd By seller and now she’s blocked me

On 12/17 I paid $72 to Brandi Hoyt for product. One month later still nothing. I have proof she has scammed others and I can not get anyone from PayPal to help!!! I want my money and she needs her account deactivated for abusing it and scamming people!
