Obtaining a Postage Refund from USPS

Anyone familiar with how to do this on-line?

Dropped the package off there last week, postage paid on PAYPAL.

Corona Virus, so we waved at each other. Confirmed Postage Paid and I ran out of there.

The package was never received by the buyer and no record the Post Office entered the package into their system.

I've already refunded the buyer, but anyone know how I get credit from Paypal or USPS at this point?

It is my heavy heart informing you that the only way for you to get a possible refund is to go after the shipping company.
