Not satisfied with paypal decision

I had purchased a product a month ago but never received them. I admit the seller send my parcel i got the tracking details as well but it never got delievered. I opened a case on paypal and send them all valid proof but still the decision was made on seller's favour just because he send someone else tracking details mentioning the parcel got delivered. But why paypal didn't see that the tracking details doesn't match mine???? I've been sending them many times my tracking details because i knew the seller would send someone else tracking details as he did the same to me. How can paypal be so unfair and couldn't investigate properly?
