Negative paypal balance, Limited account, and a debit card not allowed on paypal

So I tried to payback my negative PayPal balance of 35 euros that occurred from a lost refund dispute. However, my PayPal is permanently terminated for no reason, so I can not transfer money from another account to this account to pay it off, they won't accept my debit card. So I can't pay it back at all
