Need help with a refund.

I filed a dispute under “item not received” because there was not the “I haven’t got my refund” choice. I bought 2 items. - sent one back as exchange and they sent the same exact thing back. By the time I could potentially get the second item successfully changed for the right item I was not going to need it. So I told the vendor to refund the money. I’ve been going round and round with the vendor since April. He finally told me last week the money would be refunded June 15. Of course nothing. I’ve asked PayPal to intervene and all they do is look at the “item not received “ and the proof from the seller that 2 shipments were made. Despite the fact that I’ve explained this 5x , sent both return tracking numbers , and sent the email from the seller that said he would refund my money - all they do is look at the item not received part. Again - there wasn’t a “I still haven’t got my refund “ as an option - and even though I’ve explained this nearly half a dozen times I am getting nowhere. I need to talk to a person and quit trying to message them. Can anyone advise ????

Hey Girly 👋
So actually this sounds like a run around! So to end this run around make sure you have screenshots of the order from the vendor and if there is any messages and tracking number page and then give PayPal customer service a call, PayPal doesn't and will never respond properly via email which is sad but it is what it is I guess but its better to talk to someone and hear there voice instead of emails and no answers!! To end this run around would to call PayPal Customer Service US and tell them you would like to reopen the case because the vendor is getting away with scamming and that you have proof .
Then they will reopen the case and then you say you will send them the proof and then after you send them the proof they will Manually review it instead of a robot and you will get you money back in no time!😁

And let me add that calling them now (during covid) is not an option because the customer service line is closed
