My dispute case was terribly mishandled by Paypal

I had a dispute case over being short shipped by a supplier (they shipped only 2/3 of the order but charged me in full) and Paypal decided the case against me instead of giving me a refund for 1/3 of my order.

 

I could also never get a hold of the seller by phone or email.

 

What can I do now?
