My account has been limited and there's not enough info to tell me why

I'm baffled. I bought a ring on Ebay and found one that fit better, so I decided to sell the first one, also on Ebay. I sent the buyer the ring, a box, dust envelope and care card. She claimed the ring was a fake (It's not!) and returned half of the items. She kept the box and the care card. We disputed this. Ebay decided since she sent anything at all, it was enough. I'm closing my Ebay account as a result, but don't understand the problem Paypal is investigating. I was the one who lost merchandise AND money in this transaction. The buyer kept merchandise and was fully refunded. Ebay kept a commission even though the sale failed. And now I'm not sure why I'm being punished by Paypal. When there was a deficit in the Paypal account due to Ebay keeping a commission, I paid it from my credit card. I'm, as I say...baffled. I hope someone can explain.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
