My Dispute was declined. I want to reopen the same claim, but have not been able to.

I received a pair of boots from a vendor that faulty in numerous ways. Mainly, they did NOT fit - even though they sent me the size that I asked for (size 7). The choices Paypal give when opening a dispute are limited and I wasn't sure which one to choose. So I chose "Item not as Described" - I was not just referring the wrong size, but the poor quality of the item as well. The description of the boots and what they were made of were false (I checked with a shoemaker) and the sole was so thin so they were not waterproof as stated. They also said there was a 'lift' that came with it; but there was no such thing. There were too many reasons to list as to why these booties were not what I expected.
So, I've been trying to re-open the dispute with Paypal online, but I am getting nowhere. It is not allowing me to do that for some reason. I can provide them with additional information (included in the vendors description) that doesn't match up with what I received. Other reviews on the site are complaining of the same issues; however they were backed by a credit card and got their money back. These booties cost $55 and it's too much money for me to overlook the bad quality that they are made of.
Based on the fact that they did send me the right size - my claim was declined. But, in addition to it being an irregular size, it also was of poor quality and in the description they gave. Paypal was supposed to call me back - but never did. How can I reopen the dispute?? As I said, i've tried several times, online.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.
If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
