Multiple Personal Accounts open policies?

The help section only states; yes you can have multiple paypal accounts. You can have ONE personal and ONE business account. Thats not what I want to know. I want to know that money deposited into my second account is going to be able to be accessed if deposited into my newest account. Which is also my second personal account. I opened accounts for my kids and ordered prepaid debit cards for each of them so I could instantaniously send them money through their own paypal accounts without always having to give them them my PayPal debit card. However, once we signed up and opened their accounts with all their personal information, but wrong birthdates - like we ALL do - all the time - for literally EVERY single other online app/account in the history of signing up and opening online accounts for our kids. AND going as far as to except the rest of the information provided and then OPEN the accounts successfully. (even though I didnt upload the IDs in the photo ID upload section because it wasn't accepting their social security cards as proper ID) ID) I THEN went on to order them each their own prepaid paypal Mastercard. No problems signing them up. All 3 card ordered/requests with each of their names on the front - ordered. Accepted. AND then went on to recieve them in the mail a few days later. No problems there. Proceeded to activate each of their debit cards which displayed each childs name on the front. No problems there. These cards were now active and the PIN numbers set. Just like the paypal accounts themselves. Open and active and ready and able to utilize. Send and recieve money. Nobody stopping us from PayPal yet. All of these accounts and activities ready and able and active without so much as the slightest hint that their is any kind of an issue with any of the kids accounts or debit cards. So, my sons father goes on Facebook messenger. Sends him $20. Everything is working perfectly here too. Now it's time to withdraw the 20 bucks at the ATM. Declined. We must have sat their for hours if not days trying to figure out why everything was perfectly fine up until this point. The fact that they weren't actually 18, therefore legally able to use their accounts and cards never even occured to me Considering how up until now their accounts haven't had a problem. Surely we wouldn't have been able to reach this point with their accounts if that were the issue. If PayPal doesn't service minors they wouldnt have allowed the accounts to be open and activated past the birth date or ID verification point if it was truly against their own policies to do so right? Wrong. So needless to say both accounts sat for a few years with funds stuck in them with absolutely no possible way to get it out. Except waiting. Until theyre 18 in a few years. I am having issues with my first account and can't use it anymore. Unfortunately there is an app I want to use that only takes paypal. I have a feeling this is goung to be the same damn thing. Everything is excepted and working until it comes to getting my money out. Then all of a sudden PayPals policies matter? I should be getting a pop up box warning me that I can't go any further signing up for, or utilizing an account that doesn't hold up to policies no one reads or can find even when looking for them being the issue even got as far as recieving funds into these accounts

You opened an illegal underage financial account and are now surprised its not working properly for you??
Of course you can open it with fake information if you lied about their birthdates, however when you need to accept or withdraw funds or verify the account it would show they were underage.
Yes of course paypal policies matter, i am surprised you are even asking that question, do you just break legal account rules for the fun of it?
