Merchant scammers

I got scammed by a merchant who offered a product lower than everyone else and I took the bait, had no delivery of the product. The merchant send the product to a different address and said they delivered it to me. Now Paypal not will back me stating the merchant said it was delivered. This a big scam on Paypal because they donot screen the merchant, they just want the fees they donot care about the people buying products. Stay from merchants outside of the United States! Of course it I didnot check to see that the merchant was from Russia! No phone# No address on contact information other than email address, that they donot respond to...

Did U Ask What Th Other Wrong Address they said it was delivered to Was, Ask iF it's NearBy 2U???!! MayB U Cood Try going round to Th wrong address they said it was deliVered To An See if U Can@LeasT MayB Get iT Back from them??! Same thing happened to me but I have proof that it’s sitting down in a warehouse but it never left and they sent one separately but definitely didn’t come to my house. Then when you call customer service and you try to talk to them to change information and tell them they tell you you’re gonna be fine and hang up on you or just hang up on you when you call. They basically store both my kids presents so I feel like PayPal owes me money and so does the company thank God I have a cousin that works for the new stations in Philly hopefully this all works out for you

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
