I have a problem with receiving money that is being sent to me. The person who is sending it is overseas and I am in South Africa,when the person tries to send the money to me it says there’s a restriction and that I need to buy a $25 iTunes card. Is there any other way I can receive the money or is there anything else I can do because I don’t have that $25

You are being scammed, paypal certainly does not tell you to buy another companies gift cards to do ANYTHING account related.

No funds in your balance = you have NOT been paid.
