On several occasions I have ordered items that seemed "too good to be true," only to find out they were from China when the charge with through. And these items were NEVER DELIVERED, although the tracking says they were. After receiving several strange, cheap items in the mail that I had not ordered, I started looking at the tracking numbers and found that the companies were using these tracking numbers they said were assigned to the item I ordered and substituting the cheap junk (litteraly maybe worth a dollare or two at the most). That way their records would show the item delivered, but, of course, it never was. I have filed several cases with PayPal, only to have PayPal side with the merchant since the merchant said the items were delivered. The most recent case was actually closed in my favor, but the money was never refunded. How can I get my money back? PayPal is very hard to reach by phone, and I have yet to find an e-mail for them. And what can we do about these scam artists?
