Sorry, I know you're from the US, but I cannot understand your post clearly enough to provide a helpful answer. Please use google translate and write this post in your native language and then translate it to English. But from what I can scavenge;

You have a dispute, PayPal support didn't help. Community can't help you further than paypal support if you have no access or contact to the seller/buyer. I believe you're saying you got a fake item? An empty box from ebay?

Try contacting Ebay's support if you think you've been scammed.

They are not in the U.S they are in the U.K and English IS their native language !!!

Sounds as if you were too late to open an Ebay dispute and Paypal refused you with a paypal dispute.

There is no appeal option as such so you have x2 options.

1.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPalUK and @AskPayPal for Twitter.

2.

If you funded your paypal payment via a credit card then contact your card issuer and see if they will chargeback for you?

Advice is voluntary.
Kudos / Solution appreciated.
