Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute or Significantly Not As Described (SNAD) dispute.
Click "Legal" at the bottom of any page, select your country, click PayPal User Agreement to access the Buyer/Purchase Protection program terms.
