I bought a $1500 EBike through PayPal. The sellers website stated Ships in 5-7 business days. After 14 day, I filed a Dispute and in the dispute said I do not want the bike anymore. They have an 8% cancellation fee which should not apply since they did not meet their end of the bargain. Didn't get a response so updated it to a Claim. Last Monday 7/19 after I filed the claim they created a shipping label on Fedex. I called them said don't ship it I don't want the bike. Didn't hear anything and it was not shipped so thought it was resolved.
Yesterday 7/26 they send me an email saying if you want your bike cancel your PayPal claim. I emailed them and said I don't want it. 8 hours later, they ship my bike and will be delivered on Thursday 7/29! I emailed them and told them to contact Fedex and stop the shipment. They emailed me back offering a bike cover! I don't want their bike.
I need advice. My Claim is not expected to be resolved till Aug 5 a week after its supposed to be delivered. I am sure the seller will say hey we delivered the bike. Not sure what PayPal will do?
Should I refuse the package when Fedex comes? I could also put a vacation hold and have Fedex hold it for a week till this is resolved?
Also could I dispute the charge with my Credit Card Company if PayPal doesn't come through?
Would appreciate any advice.

If the bike arrives and the dispute is still open then go to view and CHANGE the dispute from non receipt TO not as described.
If its one of these scam China sites or Social Media ads then that may well be the case.
Do not refuse it because if you have to file for not as described then you would have to send back trackable and the sellers tracking number would only track as far as getting to you.
Advice is voluntary.

Thanks but it's not a scam. I wanted the bike in time for a vacation and told them numerous times to cancel the order but they shipped anyway. Their website and sales people all said in stock will ship in 7 days. Found a Facebook group and people were waiting months to get a bike so I said heck with this. I put a 2 week Vacation Hold on my address with Fedex to hopefully get this resolved before I have to deal with accepting or refusing the bike.
You say I can change it to NOT as Described. Well it was not Shipped as Described for sure.
Do you know if Paypal doesn't help me can I then dispute it with my credit card company? As I read the help sections of Paypal, they are very slanted to helping the Sellers and not us buyers.
