I approve one amount via paypal and end up charged more

Today I make an online purchase.  The amount was $61.88. This is exactly what Paypal approved.  However, when control returned to the website from which I purchased, the actual amount ended up being $66.75. 

 

What I determined is that the website, not having my shipping address, was charging me an Ohio sales tax on the product but was not charging shipping, that is, until I returned from paypal, where they tacked on shipping.

 

This is a very misleading practice, and I blame paypal as they allow the customer to charge a different amount than that which I approved. 

 

How is it that Paypal can receive approval for one amount, yet charge an entirely different amount?

Thank you for posting in the Community. I understand how concerning it would be to have the amount of a purchase change unexpectedly, and I'm sorry you experienced that. If you were charged the incorrect transaction amount, you can file a dispute through PayPal for this to be further investigated.
