How to obtain refund from wrong transaction

Yesterday, It was my sister's birthday in Canada and wanted to send her something. So I decided that I will send her some money using PayPal, which I did without letting her know. But when I spoke to her she mentioned that she does not use PayPal anymore and have deleted the account somehow. So I filed the dispute explaining the situation and later during the day the dispute was closed and they mentioned that they cannot refund the money. Then I tired to restore the account, somehow the email address was recognised, but when they sent the verification code on the phone number, it does not go to my sister's mobile. Now money is siting in someone's account, to which they don't even have the access. Help me out please. I do not know what to do here. Many thanks
