How to file a formal complaint?

Does anyone know they steps to filing a formal complaint against paypal? I sold a couple old motorcycle parts and they have locked my account down.  It's not that much money, and that's not the point.  The point is it's my money and they won't let me access and have no reason.  Trying to get them to resolve it is a nightmare. I'd just like to know who to direct a formal complaint to.  Thx!

 I would love to know.  It seems like they have removed this function.  I have been trying to figure out how to lodge a formal complaint for weeks.

I personally am about to file a complaint with the BBB that will force paypal to respond and corrected issue.

BBB IS NO HELP.

And locked me out of my account, saying it will be 6 months before they will release my money
